If you have not been offered a place at The Skinners' School, the law entitles you to appeal against that decision to an Independent Appeal Panel. This panel is completely independent of the school and the Local Authority. The appeals are held at the school.
If you wish to appeal, please download an Appeal Form from the school's website. Please do NOT use the Kent County Council form or send your appeal form to KCC. In addition, it is suggested that you download the explanatory leaflet about appeals for Grammar Schools. Please read this leaflet carefully. You are advised to collect evidence as soon as possible; do not leave this until later. The criteria which the independent panel will consider are different to non-selective schools.
You should include any evidence or supporting material with your appeal form and you MUST give the grounds for your appeal at the time you lodge your appeal form. Your appeal form will not be accepted unless you state the grounds for your appeal. You may appeal for more than one school.
The timetable for appeals is as follows
|Last day for lodging appeal forms for a place in Year 7 to start in September 2018||4pm on Thursday 29 March 2018 to guarantee that your appeal will be heard in the first tranche of appeals. Appeals lodged later may not be heard until the second tranche of appeals on 27 June 2018. You MUST state the reasons for your appeal and supply any documentary evidence at this stage. Appeal forms and other information may be emailed to firstname.lastname@example.org (preferred method) or posted to Clerk to the Independent Appeal Panel, PO Box 367, Cuffley, Herts. EN6 4XZ.|
|The stage 1 part of the hearing (with other parents present) will take place at the School||Wednesday 2 May 2018 at 6.30pm.|
|Stage 2, the individual private hearings will take place on||Tuesday 8 May, Wednesday 9 May and Thursday 10 May 2018. Thursday will only be used if there are sufficient appeals to warrant a third day.|
|Invitation letter giving details about your hearing will be sent by the Clerk to the Independent Appeal Panel||At least 10 school days before the stage 1 hearing.|
|Any additional supporting evidence||Wednesday 25 April 2018. You are advised that additional paperwork received on the day of the appeal hearing will not be taken into account. Please provide the Clerk with FIVE copies of any additional evidence; all such evidence to be submitted in A4 format and NOT bound, but may be stapled on the top left hand corner. You are advised to start collecting any evidence BEFORE the Easter school holidays.|

|In year appeals||These appeals are heard within 30 school days of the appeal form being lodged with the Clerk. Unless you waive this right, you will be given 10 school days' notice of the hearing. Additional evidence must be sent to the Clerk to the panel not later than 5 working days before the hearing. Decision letters are dispatched 5 working days after the hearing.|
The Education Funding Agency
A parent who has been unsuccessful cannot appeal against the Independent Appeal Panel's decision. If you consider that there was an administrative fault regarding the way your appeal was conducted, parents can complain to the Education Funding Agency. The agency do not have the power to overturn the panel's decision; that can only be done through the courts. The Company, the Governors and the panel will be consulted by the Education Funding Agency if complaints are made. If the agency does find fault AND a place would have been offered, a fresh hearing is conducted by another independent appeal panel.
